US can 'manipulate time and space' claims Trump's science director

Michael Kratsios recently made the startling claim during a speech about American science innovations.
Conspiracy theorists have long suspected that the United States might be in possession of secretive advanced technologies - a rumor that has seen a lot more traction in recent years thanks to stories of UFO reverse-engineering programs and long-running government cover-ups.
Now, a startling new claim by Michael Kratsios - President Trump's science advisor and director of the White House Office of Science and Technology Policy - has sparked a whole new round of rumors concerning exactly what type of technologies the US might be keeping under wraps.
Kratsios had been speaking at an event at the 'Endless Frontiers' retreat, which focused on "rebuilding the foundations of American strength at a time of geopolitical and technological upheaval."
Much of his speech had been about past American scientific innovations with an emphasis on recent stagnation in this area, but the part that raised eyebrows was all to do with specific technologies that he claimed that the US already had access to.
"We seem to have lost focus and vision, to have lowered our sights and let systems and structures and bureaucracies muddle us along," he said.
"But we are capable of so much more. Our technologies permit us to manipulate time and space. They leave distance annihilated, cause things to grow, and improve productivity."
Unsurprisingly, his mention of technologies that can "manipulate time and space" has since prompted a great deal of speculation over what he could possibly be referring to.
There is no known technology that can do this - so what on Earth was he talking about ?
Could he be aware of some secretive technology kept hidden from the general public or was this simply a poor choice of words on his part ?
While some have argued that he was simply speaking metaphorically, others have suggested that he either messed up and revealed something he shouldn't, or was trying to intentionally tip people off to something behind the scenes that nobody currently knows about.
